Jeffrey Elmer: MEA Director-At-Large

Welcome! The Executive Board elected Jeffrey Elmer as MEA Director-At-Large at the October 2025 board meeting.

Jeff Elmer is now an elderly Pensioner, having retired from NYC service at the end of 2023. His last position was with the School Construction Authority where he served as a Manager in the Labor Compliance Division. His prior City job was as the Assistant NYC Comptroller for Labor Law. From 2005-2012 under two administrations, he directed teams charged with enforcement of prevailing wage mandates. That is when he first joined the MEA.

Jeff also spent 10 years in business association management, government relations, and lobbying in the construction industry. He led the Association of Electrical Contractors (AEC) as its Executive Director and was Deputy Director of Government Affairs for the General Contractors Association (GCA). He represented signatories in contract negotiations; labor relations; trust fund administration and advocacy with City, State and federal agencies.

Earlier in his career, Jeff worked as a Community Affairs & Recycling Services Manager for BFI Waste Services/NY (then a Fortune 500 company) and was employed at different times by a Member of Congress, two City agencies (HPD and Sanitation) and ACORN, the leading community organization in the United States at the time. Having left municipal government with a pension, seeing his homebound mother pass away at the age of 95 last year and sending his second child back to college last month (grown and flown), Jeff now has more time to pay it forward. His wife says she married him for life but not for lunch, so volunteer work is a necessity!
