MEA Election Committee

MEA is pleased to announce the 2024 Election Committee. These three individuals were appointed by the executive board and will be working together to executive the MEA Election. Thank you for your time.

Patrick Toner
Chief Accountant of the City of New York (Retired)
Office of the Comptroller
City Service: 37 years

After a 3-year stint as a Letter Carrier, Pat Toner became a NYC Correction Officer until the City had their great layoff of 1975. When he returned to City service, he became an Accountant in the Office of the Comptroller, working as an auditor of City agencies and entities doing business with the City. In 1993, he transferred to the NYC Board of Education as a Financial Manager, supervising payments to union funds, updating their accounting system, creating annual financial reports and liaising with the NYC Office of the Comptroller in their creation of the NYC Comprehensive Annual Financial Report (CAFR). In 2008, he returned to the Office of the Comptroller as the Director of the Bureau of Accountancy and the Chief Accountant of the City of New York. As Chief Accountant, Pat was responsible for the daily accuracy and credibility of the accounting system of the City of New York, assisting in the formulation of the annual budget and forecasting models, and preparing and issuing four years of the City’s CAFR – a document of over 350 pages. He has been retired from official City service since 2011. In his retirement, Pat has donated time to the MEA as part of the Finance Committee since 2012, as part of the Election Committee for 4 prior elections, and on special projects, such as, the annual analysis of the financial condition of the 5 City pension systems for the COMRO report. He has also sat on a finance committee of a local BID (Business Improvement District) for 10 years, recently resigning. Pat has dedicated his time to house chores, vacations and babysitting the grandkid.


Theresa Yuan
MEA District Attorney, Recording Secretary
Assistant District Attorney, Queens District Attorney’s Office
City Service: 2.5 years

Theresa is an Assistant District Attorney in the Queens Special Prosecutions Division. She specializes in domestic violence felonies. She works closely with victims, their families, domestic violence officers, and social workers to secure peaceful homes for families. She previously worked in the Appeals Bureau, where she argued three cases before the Second Department, resulting in the appellate division upholding each conviction. Before she was an attorney, Theresa led Judge Richard Posner’s research team in Chicago, where she handled post-conviction appeals. In her free time, she writes science fiction and walks dogs. 


Carlos F. Obando
Assistant Executive Director for Operations & Finance 
NYC Campaign Finance Board
City Service: 24 years

As the Assistant Executive Director for Operations & Finance, Carlos Obando oversees the Campaign Finance Board’s Agency Chief Contracting Officer (ACCO), Finance Department and Facilities Management/Support Services units. With the support of these areas, Mr. Obando is responsible for the agency’s financial, contract and procurement actions, including the facilities management for the agency. Mr. Obando provides recommendations to CFB’s board, senior level executives and program staff on major budget issues, critical agency policy initiatives and resource allocations related to the program areas. Prior to joining the CFB, Mr. Obando was the Financial Services Executive Director at the NYC Department of Homeless Services, where he managed the Financial Services Department consisting of the Administrative Contracts Unit, Budget Operations, and Payment Management Services. These units provided agency wide support related to emergency, non-human services contracts, budget and payment actions in excess of $300 million dollars. Mr. Obando comes to the CFB with over 20 years of city government experience, having worked at several mayoral agencies including, the Office of Management & Budget, Housing Preservation and Development and other city agencies. He graduated from CUNY’s Hunter College and has a Bachelor of Science in Accounting.
