Congratulations! We are delighted to welcome Joe D’Amato and LaToya Ramseur-Deliotte to the MEA Executive Board as representatives for the NYCHA Chapter. Joe is the Acting Chapter Director and LaToya is the Acting Assistant Chapter Director.

Over the past 13 years, Joe D’Amato has been overseeing municipal Fleet Management across three different New York City agencies. In his current role as Deputy Director of Fleet Services for the New York City Housing Authority (NYCHA,) Joe is responsible for designing, developing and implementing policy and procedures to combine industry-best standards with Agency objectives, targets and goals. Through strategic and operational planning, Joe strives to deliver sustainable Fleet Management solutions that optimize efficiency, safety and environmental sustainability of NYCHA’s vehicle and equipment fleet, which is comprised of over 2,000 individual assets, as well as design standards for NYCHA’s 4,000 vehicle operators that align with safety and compliance principles. Additionally in this role, Joe manages a department comprised of 15 employees, and various budgets amounting to over $65 million annually, along with multiple contracts and partnerships with internal City and State stakeholders and external manufacturers and vendors.

Joe formerly served on the Executive Board of DC 37’s Local 983, where he was responsible for managing labor activities for over 2,000 members. During his time on the Executive Board, Joe was part of the Executive team, who was able to forego the need to increase members’ union contributions by identifying cost-saving opportunities elsewhere.

Joe graduated from CUNY School of Professional Studies in 2017, where he received a Certificate from the Cornell School of Industrial and Labor Relations for his concentration in studies of Public Sector Labor Relations.

LaToya Ramseur-Deliotte began her career with the City in 2007, initially working for New York City Off-Track Betting and later at the New York City Employees’ Retirement System. In 2010, LaToya started working at the  New York City Housing Authority (NYCHA), the largest public housing authority in North America. Throughout her time at NYCHA, LaToya has held various civil service positions, starting as a Customer Information Representative and progressing to her current role as Administrative Housing Manager, where she serves as Assistant Director of the Conversion Unit in Public Housing Tenancy Operations. Regardless of her role, her favorite aspect of the job has always been helping residents.

Her unit is composed of Subject Matter Experts who coordinate property management activities to ensure the success of RAD/PACT (Rental Assistance Demonstration/Permanent Affordability Commitment Together) conversions. They collaborate with various NYCHA departments and RAD/PACT partners to complete all tenancy-related tasks for the final conversion of RAD/PACT properties. LaToya takes pride in ensuring that the tenancy component of the conversion process is seamless, viewing it as another way to support residents. Since 2020, her team has successfully converted over 13,897 public housing units, with plans to convert an additional 8,170 units by the end of this year.

In 2019, while serving as the Property Manager at Marcy Houses, LaToya was recognized by City Hall for her efforts in rat reduction. NYC’s Deputy Mayor for Operations, Laura Anglin, honored her for achieving the most improvements in Brooklyn.
