Member Highlight: Terrance Blackman Stroud

Congratulations to MEA member Terrance Blackman Stroud for being awarded the “Most Influential People of African Descent – Most Influential 100 Recognition Week 2025”

This award is in support of the United Nations International Decade of People of African Descent. The event celebrates the achievements of individuals of African descent who have made significant contributions in various fields globally.

Presently, Terrance Blackman Stroud serves as the Deputy Commissioner at the Department of Social Services (DSS) overseeing the Office of Training & Workforce Development. He leads the development and implementation of the agency’s learning strategy. DSS is the largest municipal social services agency in the nation and has an operating budget of $9.7 billion and over 16,000 employees.
