New York State launched a free community college program on July 1, 2025, announced by Governor Kathy Hochul, through SUNY Reconnect and CUNY Reconnect. Starting fall 2025, NYS government will cover tuition, fees, books and supplies for eligible community college students ages 25-55 pursuing associate degrees at SUNY campuses statewide and CUNY campuses in New York City.
The program targets the four million working-age adults in New York who do not have a college degree or credential. After applicable financial aid is applied, the state covers remaining costs for tuition, fees, books and supplies at SUNY and CUNY campuses.
Eligibility requirements for the program include:
- New York State resident
- 25-55 years old
- No college degree
- Planning to study full-time or part-time in an eligible degree program
Eight high-demand fields are covered:
- Advanced manufacturing
- Artificial intelligence
- Cybersecurity
- Engineering
- Technology
- Nursing and allied health fields
- Green and renewable energy
- Pathways to teaching in shortage areas
