The Retirees Chapter membership includes retired NYC Managers as well as Managers who have left City service.

The Retirees Chapter meets twice a year. Meetings provide an opportunity to catch up with friends and colleagues, to learn about upcoming changes to City benefits and activities of the MEA. The Chapter provides members an opportunity to stay involved with MEA.

On June 18, 2025 in a unanimous decision, the NYS Court of Appeals rejected the municipal retirees’ claim that Traditional Medicare was promised by The City of New York to retirees. This ruling does not mean there will be an immediate change in retiree health care insurance or if any change will be made.

It is suggested members review responses to the MEA questionnaire that was sent to mayoral candidates for the primary election. It is also suggested that members review which mayor candidates pledged to preserve Traditional Medicare for retirees if elected. The pledge and a mayoral debate were conducted by the NYC Organization of Public Service Retirees in an effort to evaluate the candidates.

Note: the New York City Managerial Employees Association is an apolitical not-for-profit organization. Although we may participate in fact finding initiatives regarding issues that are of interest to our membership, we do not endorse candidates for public office.

On August 11, 2023, Justice Lyle E. Frank of State Supreme Court issued an order that “permanently enjoined the City from requiring City retirees, and their dependents from being removed from their current plans (s) and from being required to either enroll in an Aetna Medicare Advantage Plan or seek their own health coverage”.

This means that the City may not implement the Aetna Medicare Advantage Plan.  As in past litigation, it is expected that the City will appeal this decision.  In the interim, there are no changes to your existing health plans/coverage.

On June 5, 2023, the Court issued a preliminary injunction in this matter. The Court has been informed by the parties that they do not wish for the Court to hold any additional argument, nor will there be further submissions. As such, this matter is ripe for a final determination. The Court therefore grants the petition for the reasons indicated in the July 6, 2023, namely that both the doctrine of collateral estoppel and the provisions of New York City Administrative Code Section 12-126 bars the actions sought to be taken by respondents. The Court does not reach the last point of relief in the petition, namely that the respondents should be enjoined from disseminating alleged false and misleading statements of the Aetna Medicare Advantage Plan. Based on the foregoing, it is hereby

ORDERED that the Respondents are permanently enjoined from requiring any City retirees, and their dependents from being removed from their current health insurance plan(s), and from being required to either enroll in an Aetna Medicare Advantage Plan or seek their own health coverage.

Medicare Part B (April 2024)
Medicare-eligible retirees and their Medicare-eligible dependents will be reimbursed annually for the standard Medicare Part B amount of $164.90 per month ($164.90 x 12 months = $1,978.80), excluding any penalties and late enrollment fees, and subject to be pro-rated.

If you already submitted your Medicare Part A & B card to the Health Benefits Program, this payment is automatic and you will receive it annually.

IRMAA (April 2024)
IRMMA 2023 annual reimbursement will be issued during the 3rd week of October 2024. Medicare-eligible retirees and their Medicare-eligible dependents can submit an IRMAA application if they paid above the standard amount of $170.10 per month. If you did not pay more than the standard amount then you are not eligible for IRMAA.

The Management Benefits Fund page provides information about the supplemental benefits to non-unionized personnel of the City of New York, which includes all managerial, confidential, and original jurisdiction employees and retirees. Your membership in the Management Benefits Fund (“Fund”) entitles you and your eligible dependents access to various MBF Benefits Programs. All MBF benefits, with the exception of Group Universal Life Insurance, are fully paid for the Fund.
