NYC Training Council is comprised of city government-based professionals who oversee training and staff development across the city. This new leadership council includes two of our of very own MEA members. Join us in celebrating the appointment of Gabrielle Bayme and Terrance Blackman Stroud.

GABRIELLE BAYME
Gabrielle joined the City three years ago as the first Chief Learning Officer at the NYC Mayor’s Office of Management and Budget (OMB), building the agency’s Learning & Development function from the ground up. She specializes in performance consulting, instructional design, leadership development, and coaching to help employees and organizations grow. With over 20 years of experience in Learning & Development, Gabrielle has designed, facilitated, and managed programs that help employees build skills and improve performance. At OMB, she leads the agency’s learning strategy, professional development initiatives, and knowledge management efforts. She has spearheaded innovative programs such as OMB Catalyst, a customized, cohort-based leadership development program for managers, and Excelerate, OMB’s onboarding and foundational budgeting training for new analysts. Her team also runs OMB Institute, a summer speaker series featuring internal and external experts discussing OMB-related topics. Gabrielle is passionate about shifting “from training to performance,” ensuring that learning solutions go beyond content delivery to emphasize practice, real-world application, and measurable business outcomes. She is an NYU alum and has served on the board of the NYC Chapter of the Association for Talent Development.
TERRANCE BLACKMAN STROUD
Presently, Terrance Blackman Stroud serves as the Deputy Commissioner at the Department of Social Services (DSS) overseeing the Office of Training & Workforce Development. He leads the development and implementation of the agency’s learning strategy. DSS is the largest municipal social services agency in the nation and has an operating budget of $9.7 billion and over 16000 employees. Terrance is a published author who has been honored on a City, State, Federal and Global level for his work in education, government and his contributions to the community. His distinctions include being named a Brooklyn Tech Distinguished Younger Alumnus, a Home Reporter News “Star of Brooklyn”, a City and State “Top 40 Under 40”, Black Enterprise Modern Man of Distinction, the IU Maurer School of Law Samuel S. Dargan Outstanding Alumni Award, City & State Inaugural Above & Beyond: Innovator’s Award and City & State Higher Education Power 100. Stroud graduated and served on the alumni and advisory boards of Brooklyn Technical High School, Brooklyn College and Indiana Maurer School of Law. He is also an executive education alum of Yale School of Management’s Foundations of Management Excellence Certificate Program. Terrance was appointed to the New York State Staff Development Advisory Committee. Stroud was elected to the National Staff Development Training Association’s Executive Advisory Council. He is also co-chair of the American Public Human Services Association’s Equity Diversity and Inclusion Peer Community. President Biden appointed Terrance to serve as a Commissioner on the White House Commission on Presidential Scholars. Stroud is an Adjunct Professor of Law overseeing Indiana University Maurer School of Law’s New York Externship Program and is the first black recipient of the Adjunct Faculty Teaching Award. Terrance was the inaugural Global Leader in Residence at the Indiana University Hamilton Lugar School of Global and International Studies and led the Global Leaders & Professionals Program.
